Building Approval Certificate (PBG), formerly known as Building Permit (IMB), is a legal authorization issued by the Regional Head to building owners for constructing new structures or modifying existing ones for specific purposes. This approval aligns with the Regional Spatial Planning (RTRW).

The purpose of PBG is to ensure that buildings are safe, function according to their designated land use, and minimize potential risks to the surrounding community. PBG is regulated under Government Regulation No. 16 of 2021 concerning the Implementation of Law No. 28 of 2002 on Buildings.

The fulfillment of PBG focuses on meeting technical standards for buildings. For residential buildings, fulfilling PBG generally requires submitting Architectural Drawings and a Statement of Environmental Compliance.

However, for commercial areas, public services, and other facilities that serve as hubs of activity, in addition to complete Architectural Drawings with MEP (mechanical, electrical, plumbing), additional environmental studies are required, such as UKL/UPL, DPLH, and/or AMDAL, depending on the building's size.

Furthermore, an AMDALALIN study is necessary to assess the building's traffic impact and accessibility. If the building has not yet been constructed, a PBG application must be submitted. For existing buildings, a Certificate of Feasibility (SLF) must be obtained, which generally has the same requirements as PBG compliance.
